Android User Choice Billing is similar to Apple's External Link Entitlement which we currently support.
The idea is to provide you with a different method of getting subscriptions from your app, not using the app store billing systems. Android User Choice Billing is currently in a pilot phase so we're unlikely to implement it before that is complete but are keen to see what level of interest there is.
